In CE surveys respondents are questioned about a sample of hypothetical “packages” of attributes that reflect different combinations of characteristics, in a way that elicits the choices as if they had been made in a “real” context. Respondents choose their preferred alternatives from a number of choice sets containing
two or more alternatives, and thus choices reflect the respondents’ trade-offs between different characteristics. Consequently, results from a CE study can accommodate a wide range of different outcomes in reality, whereas results from a CVM study only fit the specific outcome described in the study.
Correspondingly, CE seems appropriate with regard to valuation of changes arising from forest management practices. This is the case partly because the precise results of the changes are highly uncertain and partly because forest recreation is a complex “good” constituted of multiple characteristics. This is in accordance with Lancaster (1966), who stated that the consumer does not derive utility from a good itself, but from the different characteristics that altogether constitute the good.
