注册了用户申请证书的时候出现的提示

你的要求已告失败。原因是：
-开发商证书的获得只有用户有Publisher ID
-只有当你用了一个Publisher ID才能创建证书。
-没有Publisher ID就不能离线签名。
-如果你最近曾获得Publisher ID，并不能创造一个开发商证书使用开放签署离线，请使用在线签名系统。

Publisher ID是塞班退出的针对申请证书的认证，一个Publisher ID200美元，没有Publisher ID的人是无法申请证书的。所以要申请证书去找些论坛吧。

大概意思就是你的提交失败了。
现在申请证书只能给某人拥有Publisher ID的。如果你没有Publisher ID可以常识 Open Signed Offline 。

也就是说现在只有付费帐号才能做证书，而且是群体证书（一个证书最多能1000人同用）现在很多论坛都开放了证书申请（他们有付费帐好）你先去排队吧比如OPDA论坛塞班论坛

证书无效，除非有ID
